Scope of Work (SOW) Template for Retrofit Projects

This Scope of Work (SOW) template provides information that can be used to describe relevant Energy Conservation Measures (ECMs) or a Whole Building Retrofit for a school retrofit project. It provides information and instructions for construction work requirements on site as well as deliverables descriptions.  This document may be used in conjunction with a Request for Proposals (RFP) document to solicit bids for design and construction services or on its own to describe SOW requirements for bidders.

This document provides a template for a Design-Build or Construction services only Request for Proposal (RFP), and is intended for use by an education sector administrator (the Agency) to solicit bids for the design and/or construction of energy efficient retrofit projects in their school districts.

Request for Proposals (RFP) and/or Request for Qualifications (RFQ) are key documents for alerting potential design teams to project energy goals. These goals often include the target energy use intensity (EUI) and broader goals such as ZE performance. The RFP should lay out key bidder requirements and should encourage prospective teams to imagine the energy performance before design begins. Documents such as the owner’s project requirements (OPR) and facilities master plan should also address project energy goals and team requirements.
